We have those old ddk installed on our pcs, most likely from old cds (don't remember exactly the source).
 
our virtual disk drivers works on 95/98, so we have some experiences in developing 95/98 drivers.

Btw, There is a thread on freedos-devel about better VM support
also, in case anyone is interested.

Are the Win9x DDK publicly available now ?
