[vbox-dev] build instructions, windows and mingw

I am looking over the build instructions and it requires
a version of mingw files that seems to no longer be
available.  The URLs on the windows build instruction page
are no longer available.  I can't seem to locate files
for the old version (2002 and 2003!) asked for in the page.

Does anyone know of a source for these files?
