[vbox-dev] mini toolbar seems not very responsive

more precisely, seems auto hide/show responses to the first half of the toolbar, and ignore mouse movements over sencond half

when minibar is hidden, move mouse close to the mini bar does not make it visible, or at least not responsive as before. 
 
Sometimes, need to drag it out to become visible
