Sorry, ignore that.
I imagined that as the catchup got closer it would use smaller and
smaller CatchUpPrecentage values and would not catch up, but that is
not how it works.
Instead, the CatchUpPrecentage can only get larger and larger during
the catchup and IT WILL catchup.
