I observed this on an Ubuntu 8.04. Since you just mentioned
openSUSE 11, I gave that a try too, and it does work there, i.e.
/usr/lib/qt3/include exists and configure sees qt3. This then
probably means Ubuntu is broken (which would not surprise me).
