win/RTErrConvertFromWin32.cpp: accept STATUS_ELEVATION_REQUIRED (which in principle is an NT status code) as a Win32 error code, because it's somehow ending up in a Win32 error code conversion in RTProcCreateEx when starting a process when the executable has a "run as admin" tweak in the compatibility properties.
