[vbox-dev] Ballooning the future... memory hot-plug/hot-unplug

After reading this:

I came to realize that memory ballooning could be used together with
OS built-in features... and with VMM enhancements.
The guest OS built-in features + together with hypervisor could be
used to hot-add memory, while the memory balloon could be used to
hot-unplug memory.

1. Why the current balloon does not return RAM to host, as free RAM ?
2. How feasible is it, to combine those two approaches ?
